If you have a bank account you can sign up for 'pay-pal' some companies recognize this form of payment, though it takes about 5-7 extra days to get to you because of the processing time. You could try to talk your parents into getting you something like a joint credit card. It's your name on the card, but if something happens to your payments your parents will have to pay off the card.
Though personally i would suggest just borrowing your parents' card and paying them back with your cash.

it depends, when you are looking in an on line shop from the USA, I think you can count on costs more than the cosmetics. If I were you I would just go to a near shop and buy cosmetics there, why on line? Sometimes you haven't got guarantee at an on line shop, so if they get you a stupid thing, you can't bring it back or can't complain. You just don't know what they will bring you at the Internet. If you really want to use eBay, maybe you can ask your parents…

i think they claim to give fast shipping now. improved warehouse or something. the first time i ordered was HORRIBLE. didn’t even ship out when i emailed them 20 days after i ordered.. the second time arrived in 10 days i think. (:
